The EML is Access to medicines and vaccines is one of the cornerstones of universal health coverage (UHC) and is critical to the achievement of the health-related Sustainable Development Goals (SDGs).

This 9th Edition of the Essential Medicines List, Ministry of Health, Cambodia (EML) builds upon the foundation of the 8th edition which was published in 2015. The EML is designed to be a vital tool to strengthen and standardize treatment of common conditions in Cambodia for both the public and private sectors. It is expected that the document be used as the basis for prescribing and dispensing in our health system whether public, private or non-governmental organizations operating under the umbrella of the Ministry of Health, Kingdom of Cambodia.

The EML also provides crucial recommendations on priorities for procurement, donations and distribution of medicines and consumables in Cambodia. The four tiers (i.e., MPA, CPA1, CPA2, CPA3) of the healthcare delivery system of the country should have these medicines available at all times.
